Cities could tap into Blue Spring under plan

Over the objections of environmentalists, the St. Johns River Water Management District gave initial approval to an 18-year plan today that accommodates growth in western Volusia County by allowing the cities near Blue Spring to tap into more water, even though it would lower the spring levels for manatees - May 9, Orlando Sentinel
