Managing Blue Spring an upstream battle

The St. Johns River Water Management District has been trying for years to set the flow for Blue Spring but has been plagued by objections from local governments -- that want it to be lower -- and environmental groups, such as the Save the Manatee Club -- which want it to be higher - May 4, Daytona Beach News-Journal
