Manatee population spike delays Blue Spring vote

Water managers delayed a plan Tuesday that could allow fast-growing western Volusia Co. to tap into the water feeding Blue Spring because that critical manatee haven had more manatees last winter than had been expected - Aug. 9, Orlando Sentinel
